牢固检验的定义
1、质量保证：为了提供足够的信任表明实体能够满足质量要求，而在质量体系中实施并根据需要进行证实的全部有计划和有系统的活动。
2、国家标准：对需要在全国范围内统一的技术要求，应当制定国家标准。国家标准由国家标准化管理委员会编制计划、审批、编号、发布。国家标准代号为GB和GB/T，其含义分别为强制性国家标准和推荐性国家标准。强制标准冠以“GB”。推荐标准冠以“GB/T”。与很多ISO国际标准相比，很多国家标准等同采用（IDT，identical to 其他标准）、修改采用(MOD，modified in relation to 其他标准；2000年以前称作“等效采用，EQV, equivalent to 其他标准）或非等效采用(NEQ，not equivalent to 其他标准)。
3、国际标准：是指国际标准化组织（ISO）、国际电工委员会（IEC）和国际电信联盟（ITU）制定的标准，以及国际标准化组织确认并公布的其他国际组织制定的标准。国际标准在世界范围内统一使用。
4、量值传递： 通过检定，将国家基准所复现的计量单位量值逐级传递到工作用计量器具上，在计量基准与工作用计量器具之间建立一定的量值关系，通过这种关系对计量器具的测值进行订正，以保证测量结果的量值准确一致。实际上，反过来说，就是计量器具及其测得的量值在允许的误差范围内可追溯到国家基准，而国际上称此叫“溯源性”。因此，“溯源性”和“量值传递”这互为反义的两个词，都是用来说明计量基准与工作用计量器具之间的量值关系的。
